काश्मीरमध्ये तब्बल अडीच महिन्यांनंतर सोमवारी दुपारी 12 वाजता मोबाईल सेवा सुरु करण्यात आल्या. परंतु काही तास उलटत नाहीत तोच मोबाईल सेवांमधील एसएमएस सेवा बंद करण्यात आल्या आहेत.
शोपिया भागात राजस्थानच्या एका ट्रक ड्रायव्हरला मारण्यात आलं आणि सफरचंद बागेच्या मालकाला मारहाण करण्यात आल्यानं तातडीनं एसएमएस सेवा बंद करण्याचा निर्णय घेण्यात आल्याचं समजतंय.
जम्मू-काश्मीरला विशेष राज्याचा दर्जा देणारं 370 कलम 5 ऑगस्टपासून हटवण्यात आलं. यावेळी काश्मीर खोऱ्यात अनेक निर्बंध लादण्यात आले होते, यात मोबाईल सेवाही बंद ठेवण्यात आल्या होत्या.
काश्मीर खोऱ्यात पोस्टपेड मोबाईल सेवांवर लादण्यात आलेले निर्बंध सोमवार पासून उठवले जातील, असं सरकारतर्फे शनिवारी जाहीर करण्यात आलं होतं.
प्रशासनाचे प्रवक्ते रोहीत कंसल श्रीनगरमध्ये आयोजित पत्रकार परिषदेत बोलत होते. ते म्हणाले की, "काश्मीरच्या सर्व दहा जिल्ह्यांमध्ये सोमवारी दुपारी बारा वाजल्यापासून पोस्टपेड मोबाईल सेवा सुरू करण्यात येतील." त्यांच्या मते 40 लाख पोस्टपेड मोबाईल कार्यरत होणार होते.
श्रीनगरमध्ये राहणाऱ्या सज्जाद अहमद यांनी तब्बल 70 दिवसांनंतर बडगाममधल्या आपल्या कुटुंबीयांशी संपर्क साधला.

इंटरनेट नसल्यानं निराशा
सज्जद म्हणाले, "मोबाईल बंद असल्याने संपर्क साधणं फार अवघड होतं. घरच्या लँडलाइनवर मी तसं दोनदा बोललो होतं. पण मोबाईल फोन सुरू झाल्यानं मला फारच छान वाटतंय. हा आनंद शब्दांत व्यक्त करता येत नाही."
मंजूर अहमद यांचं जिओ पोस्टपेड कनेक्शनसुद्धा सुरू झालं आहे. पण अद्याप इंटरनेट सुरू न झाल्यानं ते निराश आहेत.
मंजूर सांगतात, "मी पर्यटन क्षेत्राशी संबंधित काम करतो. इंटरनेट नसेल तर काम कसं करणार. इंटरनेट नसेल तर बिलं कशी भरणार. पोस्टपेड कनेक्शनसाठी रिचार्ज तरी कसं करणार. माझ्या व्यवसायासाठी मला इंटरनेटची फार आवश्यकता आहे."
5 ऑगस्ट रोजी 370 कलम रद्द करून जम्मू काश्मीर आणि लडाख असे दोन केंद्रशासित प्रदेश तयार करण्यात आले आहेत.
यानंतर संवादाच्या साधनांवर बंदी घालण्यात आली, जमावबंदी लागू करण्यात आली. शाळा, महाविद्यालयं आणि व्यवसाय बंद करण्यात आले. याबरोबरच मुस्लीमबहुल काश्मीरमध्ये सरकारने अतिरिक्त सैन्य तैनात केलं.
काश्मीर खोऱ्यात लँडलाईन सेवा एक महिन्यापूर्वीच सुरू करण्यात आल्या होत्या, परंतु मोबाईल सेवांवरील बंदी कायम होती.
20 वर्षांची आशिया फोनवर तिच्या नातेवाईकांशी बोलत होती. ती एवढी भावुक झाली की तिच्या डोळ्यातून अश्रू ओघळले.
आशिया सांगत होती, "मी कुटुंबीयांशी आणि नातेवाईकांशी फोनवर बोलले आहे. मला फार फार आनंद झालाय. काश्मिरी लोकच तुम्हाला ते 70 दिवस कसे राहू शकलेत ते सांगू शकतील. घरापासून दूर आपल्या नातेवाईकांशी बोलताना डोळ्यात पाणी येतंच."
मोबाईलचे पॅक संपलेत
मोबाईलची बिलं भरू न शकल्यानं आणि रिचार्ज न करता आल्यानं अनेकांचे फोन ठप्प झाले आहेत.
मुश्ताक अहमद बडगामचे रहिवासी आहेत. त्यांच्याकडे जिओची `प्री ऑन पोस्ट' सेवा आहे. परंतु रिचार्ज न केल्यानं ते कुणालाही फोन करू शकत नाहीत.
`प्री ऑन पोस्ट' जिओची अशी सुविधा आहे त्यात पोस्टपेड ग्राहक प्रिपेड रिचार्ज करून त्यांचा मोबाईल वापरू शकतात.
मुश्ताक सांगतात, "मी फोन लावतो तेव्हा माझा मोबाईल मला कस्टमर केअरशी संपर्क साधायला सांगतो. त्यांना फोन केला की ते सांगतात तुमचं रिचार्ज संपलं आहे. इंटरनेट सुरूच नाहीये, तर कुणाशी कसं बोलणार? 12 वाजल्यापासून प्रयत्न करतोय. पण आता एक वाजलाय आणि काहीही करू शकलेलो नाहीये."
फारूख अहमदसुद्धा जियोचं नेटवर्क वापरतात, त्यांनाही एका तासापासून कुणाशीही संपर्क साधता आलेला नाही.
फारूख सांगतात, "कस्टमर केअरशी बोलून काहीही फायदा झालेला नाही. आमच्याकडे एक रुग्ण हॉस्पिटलमध्ये आहे. मला कुटुंबीयांशी बोलायचंय पण फोन चालत नाहीयेत."
लोक हताश
सलमान यांच्याकडेही प्री ऑन पोस्ट कनेक्शन आहे. पण तेही आपला फोन रिचार्ज करू शकलेले नाहीत. ते सांगतात, "मला फोन करता येत नाहीयेत त्यामुळे थोडं निराश वाटतंय. माझे सगळे मित्र काश्मीरमधून बाहेर राहातायत. त्यांच्याशी मला बोलायचंय. बघू आता काय काय़ घडतंय."
गांदरबलमध्ये राहणारे गुलाब नबी बीएसएनएल पोस्टपेडचे ग्राहक आहेत. फोन करता येत नसल्यानं ते अगदी वैतागून गेले आहेत.
ते सांगतात, "माझ्या मोबाईलवर अजूनही नो सर्व्हिस येतंय. कितीतरी नंबर फिरवले पण लागतंच नाहीयेत. काही महत्त्वाचे फोन करायचे होते, पण नो सर्व्हिस इतकंच येतंय फोनवर. माझा मोबाईल चांगला चालत होता, पण आता सेवा सुरू झाल्या आहेत तर फोन लागतच नाहीये. काय झालंय कोण जाणे."
बिलाल अहमदसुद्धा नाराज आहेत. त्यांना अजिबात आनंद झालेला नाहीये, उत्साह तर अजिबात नाही. फोनशिवाय राहायची सवय होऊन गेल्याचं ते सांगतात.
बिलाल असंही सांगतात की, "फोन सुरू झालाय असं म्हणतायंत, पण मला तर कुणालाच फोन करता येत नाहीयेत. कुणाचे फोनही येत नाहीयेत. बिल भरायचं राहिलंय किंवा काय कळतंच नाहीये. मला काही उत्साह वाटत नाहीये. संवादाची साधनं बंद होती त्याचीच सवय पडून गेली आहे. ती बंदच राहू द्यावीत असं वाटतं. सरकार ही धोरणं राबवत आहे. थोड्यादिवसांनी पुन्हा बंदच करतील ते."
