२६ जुलै हा भारतीय सैन्यासाठी शौर्याचा दिवस. याच दिवशी कारगिल युद्धात भारताने आपल्या विजयाचा ध्वज फडकावला होता. हा दिवस ‘कारगिल विजय दिवस’ म्हणून साजरा केला जातो. कारगील हे लहान शहर असून जम्मू आणि काश्मीरची राजधानी श्रीनगर पासून २०५ किलोमीटर अंतरावर आहे. हे शहर पाकव्याप्त काश्मीरच्या नियंत्रण रेषेपासून जवळ आहे. कारगीलमध्ये काश्मीरमधील इतर ठिकाणांसारखे हवामान आहे. उन्हाळा हा सौम्य कडक तर हिवाळा अतिशय कडक असतो व तापमान उणे ४० अंश सेल्सियस पर्यंतही उतरू शकते.
राष्ट्रीय महामार्ग लेह ते श्रीनगर या रस्त्यावर कारगील वसलेले आहे. कारगीलचे युद्ध होण्याचे प्रमुख कारण हा रस्ता हे होय. घुसखोरांनी पाकव्याप्त काश्मीरच्या जवळच्या आणि रस्त्याला समांतर अशा १६० किलोमीटरच्या पट्यातच साधारणपणे घुसखोरी केली. लष्कराच्या अनेक चौक्या या भागात आहेत. त्यातील काही चौक्या समुद्रसपाटीपासून ५,००० मीटरपेक्षाही अधिक उंचावर आहेत. नुसतेच कारगील नव्हे तर आग्नेयेकडील द्रास व नैरृत्येकडील मश्को खोऱ्यातील, तसेच बटालिक विभागातील चौक्यांवरही घुसखोरी झाली.
वर नमूद केल्याप्रमाणे कारगील, द्रास व मश्को खोऱ्यातील चौक्या ह्या अतिउंचीवर आहेत. अतिउंचावरील चौक्यांवर कडक हिवाळ्याच्या महिन्यांत सैन्य तैनात करून ठेवणे अतिशय अवघड असल्याने, हिवाळ्यापूर्वी दोन्ही बाजूने सैन्याची माघार व्हावी आणि उन्हाळ्यात बर्फ वितळल्यावर व हवामान मानवी रहाण्यास स्थिर झाल्यानंतर, ते ते सैन्य आपापल्या चौक्यांमध्ये परतावे, असा अलिखित समझौता भारत-पाकिस्तानमध्ये, कारगील युद्धाच्या आधीपर्यंत होता. या वेळेस मात्र, भारतीय सैन्य भारतीय चौक्यांवर परतण्यापूर्वीच पाकिस्तानी घुसखोरांनी ऐन हिवाळ्यात चौक्यांचा ताबा घेतला. त्यामुळे, कारगीलचे युद्ध भडकण्यास ठिणगी पडली. या चौक्यांचा ताबा घेतला गेल्याने राष्ट्रीय महामार्ग १ अ हा पाकिस्तानी तोफगोळ्यांच्या आणखी जवळच्या टप्प्यांत आला. तसेच, उंचावरील चौक्यांचा ताबा घुसखोरांकडे गेल्याने त्यांना उतारावरील चौक्यावर नियंत्रण ठेवणे सोपे गेले. या चौक्या डोंगरमाथ्यावरील किल्ल्यांप्रमाणे होत्या. त्यांचा ताबा मिळवण्यास मोठ्या प्रमाणावर फौजेची गरज लागते. त्यातच अतिउंची व कडाक्याची थंडी हे काम अजूनच अवघड करते

इ.स. १९७१ च्या युद्धानंतर भारत व पाकिस्तानमध्ये थेट मोठे युद्ध झाले नाही. तरी सातत्याने छोट्या छोट्या चकमकी होत आहेत. सियाचीन हिमनदी वर भारतीयांचे नियंत्रण तसेच सभोवतालचा परिसरावर नियंत्रण मिळवण्यात दोन्ही बाजू सातत्याने प्रयत्नशील असतात. इ.स. १९८० च्या सुमारास पाकपुरस्कृत दहशतवाद्यांनी पंजाबात खलिस्तानच्या नावावर दंगा घातला तसेच इ.स. १९९० च्या सुमारास काश्मीरमध्ये दहशतवादाने मूळ धरले परिणामी भारताने काश्मीरमध्ये कायमस्वरूपी सैन्य तैनात केले. हे दहशतवादी सुरुवातीच्या काळात काश्मीरमधील असत व त्यांना प्रशिक्षित करून पाठवले जात असे. काही काळानंतर पाकिस्तानी सैनिक, अधिकारी व तालिबानी अफगाणिस्तानातील भाडोत्री अतिरेक्यांनाही काश्मीरमध्ये पाठवले जाऊ लागले. पाकिस्तानने नेहमीच या बाबतीत आपला सहभाग असल्याचा इन्कार केला. कारगीच्या युद्धातदेखील पाकिस्तानने हीच खेळी वापरली व घुसखोर हे काश्मिरी स्वातंत्र्यसैनिक आहेत असे जगाला सांगण्याचा प्रयत्न केला. इ.स. १९९८ मध्ये भारत पाकिस्तानने अणु चाचण्या केल्यानंतर दोन्ही देशातील संबंध चांगलेच ताणले गेले. परंतु वाजपेयी यांनी मैत्रीचा हात पुढे करून संबंध निवळण्याचा प्रयत्न केला व त्यासाठी ते स्वत: लाहोरला जाऊन आले होते.
इ.स. १९९८-९९ च्या हिवाळ्यात पाकिस्तानी लष्करातून अनेक तुकड्यांना मुजाहिदीनच्या वेषात भारतात नियंत्रण रेषेपलीकडे पाठवण्यात आले. या कारवाईला ऑपरेशन बद्र असे नाव देण्यात आले व कुणाच्याही लक्षात न येता त्यांनी रिकाम्या भारतीय चौक्यांचा ताबा घेतला. नियंत्रण रेषेच्या जास्तीत जास्त आत घुसखोरी करून राष्ट्रीय महामार्ग १ च्या जवळ यायचे. असे केले की, महामार्गावर कायमस्वरूपी ताबा मिळवता येईल आणि नंतर राजकीय वजन वापरून काश्मीरच्या प्रश्नाचे आंतरराष्ट्रीयीकरण करणे पाकिस्तानला सोपे पडेल असा हा या कारवाईचा मुख्य उद्देश होता. भारताला नवीन नियंत्रण रेषा मान्य करायला भाग पाडले की. लडाख व सियाचीनला भारतापासून तोडणे सोपे जाईल असा पाकिस्तानी युद्धनीतिज्ञांचा कयास होता. तसेच घुसखोरीदरम्यान कारगील/काश्मीर परिसरात अंतर्गंत बंडखोरी भडकावून भारताला अजून बुचकळ्यात पाडण्याचा पाकिस्तानी व्यूह होता. भारताने इ.स. १९९९ सालच्या जुलैच्या दुसऱ्या आठवड्यापर्यंत अनेक महत्त्वाच्या लढाया केल्या व अनेक जागा ताब्यात मिळवल्या.
