नाणार आणि आरेमधल्या आंदोलकांवरील केसेस मागे घेतल्यानंतर आता मुख्यमंत्री उद्धव ठाकरेंकडे कोरेगाव भीमा प्रकरणातील गुन्हे मागे घेण्याची मागणी करण्यात येतेय. गेल्या भाजप सरकारच्या काळामध्ये दाखल करण्यात आलेले भीमा कोरेगाव संबंधीचे विविध गुन्हे मागे घेण्याची मागणी उद्धव ठाकरेंकडे करण्यात आलीय. भीमा कोरेगाव प्रकरण आणि मराठा आरक्षण आंदोलन यासंबंधीच्या 700 केसेस मागे घेण्याची मागणी करण्यात आलेली आहे.
कोरेगाव भीमा आंदोलन प्रकरणी अनेक निरपराधांच्या विरोधात गुन्हे दाखल करण्यात आले असून ते मागे घेण्यात यावेत अशी मागणी काँग्रेस नेते नसीम खान यांनी केली आहे. बुधवारी झालेल्या कॅबिनेटच्या बैठकीमध्ये याविषयी चर्चाही करण्यात आली आहे.
राष्ट्रवादी काँग्रेसचे नेते धनंजय मुंडे यांनी याविषयी मुख्यमंत्री उद्धव ठाकरे यांना एक पत्र लिहिलं आहे. तुरुंगामध्ये खितपत पडलेल्या कार्यकर्त्यांच्या आणि वकिलांवरच्या खोट्या आरोपांच्या प्रकरणात लक्ष घालण्याची विनंती त्यांनी मुख्यमंत्र्यांना केलीय. हे खटले मागे घेण्यात यावेत आणि कैदेत खितपत पडलेल्या या लोकांची सुटका करण्यात यावी, अशी मागणी धनंजय मुंडेंनी केली आहे.
शहरी नक्षलवादाच्या नावाखाली गेल्या वर्षी पुणे पोलिसांनी 9 कार्यकर्त्यांना दोन टप्प्यांत अटक केली होती. या सर्वांचा शहरी नक्षलवादी कारवायांत सहभाग होता आणि या लोकांनी पंतप्रधान नरेंद्र मोदींच्या हत्येचा कट रचला होता, असं पुणे पोलिसांचं म्हणणं होतं.
1 जानेवारी 2018ला भीमा कोरेगावमध्ये उसळलेल्या हिंसेला चिथावणी देण्याचा आरोपही या सर्वांवर आहे.
मुख्यमंत्र्यांना लिहिलेल्या पत्रात धनंजय मुंडेंनी म्हटलंय, "पुणे जिल्ह्यातील वढू व परिसरात झालेल्या दंगलप्रकरणी तत्कालीन भाजप सरकारकडून अनेक सामाजिक कार्यकर्ते व नागरिकांविरुद्ध हेतुपुरस्सर खोटे गुन्हे नोंदवण्यात आले आहेत. भाजप सरकारकडून गुन्हे दाखल झाल्याने अनेक निरपराध सामाजिक कार्यकर्ते अटकेत आहेत किंवा न्यायालयाच्या फेऱ्या मारत आहेत. भाजप सरकारच्या अत्याचाराचे बळी ठरलेल्यांना न्याय देण्याची गरज आहे. भीमा-कोरेगाव दंगल प्रकरणी अनेक बुद्धीजीवी, विचारवंत, सामाजिक कार्यकर्ते व निरपराध नागरिकांना नक्षलवादी ठरवून त्यांच्यावर खटले भरले गेले आहेत. हे खटले विनाविलंब तात्काळ मागे घ्यावेत, अशी आपणास विनंती आहे."
प्रकाश आंबेडकर काय म्हणाले?
याविषयी बीबीसी मराठीशी बोलताना रिपब्लिकन पक्षाचे नेते प्रकाश आंबेडकर म्हणाले, "भीमा कोरेगावच्या केसेस काढा हे म्हणणं सोपं आहे. पण कुठल्या केसेस काढणार? भीमा कोरेगावच्या तीन केसेस आहेत. एक केस 1 तारखेला मिलिंद एकबोटे आणि संभाजी भिडेंनी घडवून आणलेली, ती एक दंगलीची केस आहे. तिथे जमलेल्या लोकांना मारणं, त्यांच्या गाड्या जाळणं, त्यांना लुटणं ही एक केस आहे. दुसरी केस ही 2 तारखेला त्याची रिअॅक्शन म्हणून महाराष्ट्रभर जो बंद झाला ती एक केस आहे. आणि तिसरी केस जी सरकारच्या इमॅजिनेशनमधून निघालेली आहे.
"एल्गार परिषदेच्या संदर्भातली. अर्बन नक्षलवाद याला जबाबदार आहेत म्हणून त्या सगळ्या केसेस दाखल करणं. आमची मागणी आहे की या तीन्ही केसेस विथड्रॉ झाल्या पाहिजेत. मिलिंद एकबोटे आणि संभाजी भिडे यांच्यावरच्या केसेस चालू राहिल्या पाहिजेत. कारण त्यांनी चिथावणी दिली. त्यांनी ती दंगल घडवून आणलेली आहे."
संभाजी भिडे आणि मिलिंद एकबोटे
भीमा कोरेगाव हिंसाचार प्रकरणात संभाजी भिडे आणि हिंदू एकता आघाडीचे मिलिंद एकबोटे यांच्या विरोधात पिंपरीत गुन्हा दाखल करण्यात आला होता.
अनुसूचित जाती जमाती अत्याचार प्रतिबंधक कायदा आणि सार्वजनिक नुकसान, सशस्त्र हल्ला, बेकायदेशीर जमाव या कलमांखाली गुन्ह्यांची नोंद करण्यात आली. 1 जानेवारी 2018 रोजी भीमा कोरेगावजवळ घडलेल्या हिंसाचारानंतर पिंपरी-चिंचवडच्या काळेवाडी परिसरात राहणाऱ्या अनीता सावळे यांनी 2 जानेवारीला पिंपरी पोलीस ठाण्यात तक्रार दिली होती.
सावळे यांच्या तक्रारीनुसार संभाजी भिडे आणि मिलिंद एकबोटे यांच्यावर गुन्हा दाखल करण्यात आला होता. गुन्हा दाखल झाल्यानंतर साडेतीन महिन्यांनी म्हणजे 14 मार्च रोजी मिलिंद एकबोटेंना अटक झाली. त्यानंतर एप्रिलमध्ये ते जामिनावर सुटले. तर संभाजी भिडेंच्या विरोधात पुरावा नसल्याचं मुख्यमंत्री देवेंद्र फडणवीस यांनी मार्च 2018मध्ये म्हटलं होतं.
कोणावर आहेत खटले?
भीमा कोरेगाव दंगल प्रकरणी अटक करण्यात आलेल्यांमध्ये लेखक आणि दलित हक्क कार्यकर्ते सुधीर ढवळे, नागपूरचे वकील सुरेंद्र गडलिंग, गडचिरोलीतील तरूण कार्यकर्ते महेश राऊत, नागपूर विद्यापीठातली प्राध्यापक शोमा सेन, कैद्यांच्या हक्कांसाठी काम करणाऱ्या रोना विल्सन, अॅडव्होकेट अरूण फरेरा, अॅडव्होकेट सुधा भारद्वाज, लेखक वरवरा राव आणि व्हरनॉन गोन्सालविस यांचा समावेश आहे.
सरकारतर्फे काय सांगण्यात आलं?
महाविकास आघाडीच्या सरकारची भूमिका कोणावरही अन्याय करणारी नसेल, असं जयंत पाटील यांनी म्हटलंय. हा विषय गृहखात्याच्या अखत्यारीत येत असल्याने त्याविषयी मुख्यमंत्री उद्धव ठाकरे मंत्रिमंडळाची बैठक झाल्यानंतर निर्णय घेणार असल्याचं त्यांनी सांगितलं.
जयंत पाटील म्हणाले, "भीमा कोरेगावमध्ये ज्या घटना झाल्या, त्या घटनांच्यातले साधे आणि विनाकारण ज्यांना गोवलं गेल्याचं वाटतं, अशा लोकांची निवेदनं प्राप्त झालेली आहेत. मागच्या काळातही याच्यातल्या काही गुन्ह्यांच्या बाबतीत असा विचार झालेला आहे. आणि त्यामुळे सरकारची भूमिका ही कोणावर अन्याय होऊ नये, कोणी अचानक यामध्ये अडकलं असेल, तर अशांच्या बाबतीत हे गुन्हे मागे घेण्याचा विचार केला जाऊ शकतो. जाणीवपूर्वक केलेले जर कोणी असतील तर त्याचा विचार स्वतंत्रपणे करता येईल.मुख्यमंत्र्यांच्या स्तरावर याची पूर्ण माहिती गेल्यावर त्याच्यावर निर्णय होईल."
उद्धव ठाकरे काय भूमिका घेणार?

ते म्हणतात, "मुख्यमंत्री म्हणून हा निर्णय घ्यायचा असेल तर कायदा आणि सुव्यवस्था विस्कळीत करण्याला जे जबाबदार होते त्यांच्यावरच्या केसेस चालू राहिल्या पाहिजेत. शांततापूर्ण आंदोलन जर कोणी करत असेल आणि जर ते लोकशाही मार्गाला धरुन असेल तरीही जर त्यांच्यावर केसेस आल्या असतील, त्यांच्या केसेस ते माफ करू शकतात. पण या सगळ्याच गोष्टींमध्ये राजकारण आलेलं आहे.
"त्यामुळे आता उद्धव ठाकरेंसमोरचा हा पेच आहे. कारण भिडे वगैरे मंडळी त्यांचे समर्थक आहेत. तर भीमा कोरेगाव आंदोलन करणारी मंडळी काँग्रेस गटातली आहेत. त्यामुळे या सगळ्या प्रश्नाला आता राजकीय स्वरुप आलेलं आहे. आणि राजकीय वळण लागल्यावर त्यावर नीट उत्तर कधीच शोधता येत नाही. त्यामुळे आता उद्धव ठाकरे मुख्यमंत्री म्हणून निर्णय घेतात की शिवसेनेचे प्रमुख म्हणून की काँग्रेस - राष्ट्रवादीचं ऐकून निर्णय घेतात, हे पहावं लागेल. हा त्यांचा कसोटीचा प्रसंग आहे."
