मनसे प्रमुख राज ठाकरे यांची भेट घेण्यासाठी आज एसटी कर्मचाऱ्यांचे शिष्टमंडळ जाणार आहे. राज ठाकरे यांनी आधीच या आंदोलनाला पाठिंबा दिलेला आहे.

एसटी कर्मचाऱ्यांचे शिष्टमंडळ राज ठाकरेंना भेटले. यावेळी त्यांनी आपले म्हणणे मांडले. या वेळी राज ठाकरे म्हणाले की एसटी कर्मचाऱ्यांनी आत्महत्या करणे थांबवावे.

राज ठाकरे सत्तेत नसले तरी त्यांना भेटायला येणाऱ्या लोकांची संख्या कमी नसते.

मुंबईची ओळख असलेले डबेवाले, कोळी भगिनी, कोरोनामुळे आर्थिक संकटं आलेल्या व्यावसायिक क्षेत्रांचे प्रतिनिधी असोत किंवा कमी पडणाऱ्या सुविधांमध्ये काम करणारे डॉक्टर्स असोत, राज ठाकरेंनी त्यांच्या प्रश्नावर बोलावं म्हणून सगळे त्यांना भेटायला जातात.

सभागृहांमध्ये नगण्य प्रतिनिधित्व आणि सत्तेपासून सातत्यानं लांब असणाऱ्या राज यांच्याकडे सगळे का जातात?

समस्यानिवारणासाठी लोक राज ठाकरेंकडे का जातात?

शिवसेनेची आक्रमकता 'मनसे'नं स्थापनेपासूनच दाखवली आहे. राज यांच्या बोलण्याचा, त्यांच्या भूमिकांचा प्रभाव तर पडतोच त्यांची 'खळखट्याक' म्हणून ओळखली जाणारी कार्यकर्त्यांची आंदोलनं कायमच चर्चेत राहिली आहेत.

ब-याचदा असंही निरीक्षण नोंदवलं जातं की शिवसेनेची कालांतरानं कमी झालेली आक्रमकता 'मनसे'मध्ये शाबूत राहिली. त्यामुळे सत्तेत नसतांनाही राज ठाकरेंनी आपल्या प्रश्नांवर भूमिका घ्यावी असं अनेकांना वाटतं.

पत्रकार अभय देशपांडे यांना 'मनसे'ची रस्त्यावर उतरण्याची जी ताकद आहे त्यामुळेच राज यांच्याकडे लोक मागण्या घेऊन जातात असं वाटतं.

ते म्हणतात, "रस्त्यावर उतरुन आंदोलन करण्याची जी राज ठाकरे आणि त्यांच्या कार्यकर्त्यांची ताकद आहे त्यामुळे सत्ता नसतानाही सगळे त्यांच्याकडे जातात. आणि मुख्य म्हणजे ते भूमिका घेतात. त्यामुळे अनेकांना ते आपल्या बाजूनं भूमिका घेतील असं वाटतं. त्यांना ते जवळचे वाटतात."

"उदाहरणार्थ जिमचा प्रश्न पहिल्यांदा त्यांनी हाती घेतला. मग फडणवीसांनी पत्र लिहिलं. अदानी समूहाच्या अधिका-याला भेटायला यावं लागतं हेही त्यांच्या आंदोलन करण्याचा ताकदीमुळंच आहे. म्हणून सत्ता नसतांनाही अनेक जण राज ठाकरेंना प्रश्न घेऊन भेटतात," अभय देशपांडे म्हणतात.

मनसेची राजकीय कामगिरी

2009 च्या आसपास अनेक निवडणुकांमध्ये यशस्वी कामगिरी करणा-या 'मनसे'ची नंतर एका प्रकारे घसरण होत गेली. महानगरपालिकांमध्ये संख्याबळ कमी झालं, विधानसभेत एका आमदारापर्यंत संख्या आली आणि लोकसभा निवडणुकीतून 'मनसे'नं माघार घेतली.

या काळात पक्षाचा झेंडा बदलला, पक्षाची राजकीय दिशा बदलण्याचे प्रयत्न झाले. युती वा आघाडी होऊ शकली नाही. राजकीय भूमिका बदलत राहण्याची टीका 'मनसे'वर होत असतांना ते आंदोलनं सातत्यानं करतात, पण ती धसास लावत नाहीत अशी टीकाही झाली.

टोलच्या आंदोलनांवरुन असे प्रश्न सातत्यानं विचारले गेले. राजकीय यश 'मनसे'पासून लांब जाताना, राज यांचा सभांची गर्दी मात्र ओसरली नाही. त्यांच्याकडे येणा-या शिष्टमंडळांची संख्या मात्र कमी झाली नाही. आजही भेटायला आलेल्या डबेवाल्यांना 'सरकार त्यांच्या हातात द्या आणि प्रश्न माझ्याकडे घेऊन या' अशी कोपरखळी त्यांनी मारली, त्यातही हे वास्तव दिसते.

एक ठाकरे राज्यातल्या सत्तेचे प्रमुख असतांना जे सत्तेच्या जवळ नाहीत त्या ठाकरेंकडे संस्था, संघटना, व्यावसायिक प्रश्न का घेऊन जातात?

"आम्ही सत्ताधा-यांनाही निवदनं दिली. पण आमच्या प्रश्नांकडे दुर्लक्ष झालं. मग ज्याचा आवाज आमच्या समर्थनासाठी योग्य वाटतो असा नेता राज ठाकरे आहेत. भूमिपुत्रांसाठी त्यांनी यापूर्वीही आवाज उठवला आहे त्यांचे आमदार कमी असतील. पण त्यांचं वलय प्रचंड आहे आणि त्याचा परिणाम होतो. म्हणून आम्ही त्यांच्याकडे गेलो," असं 'मुंबई डबेवाला असोसिएशन'चे अध्यक्ष सुभाष तळेकर म्हणतात.

मनसे आणि आंदोलनं

लॉकडाऊनचा सुरुवातीचा काही काळ भेटीगाठींवर मर्यादा आल्यानंतर राज ठाकरेंनी लोकांना भेटायला सुरुवात केली आणि कार्यकर्त्यांनी आंदोलनांनाही सुरुवात केली.

'मनसे' सध्या मुंबई लोकल सेवा सुरू करण्यासाठी त्यांनी केलेल्या सविनय कायदेभंग आंदोलन केल्यामुळे चर्चेत आहे. पण त्यासोबत आपले प्रश्न घेऊन येणा-यासाठी त्यांचा सरकारसोबत पत्रव्यवहार सुरू आहे.

एकट्या सप्टेंबर महिन्यात बेस्ट कर्मचारी, डॉक्टर्स, रिक्षाचालक असे अनेक जण राज ठाकरेंना भेटले आहेत. राज ठाकरेंनी वीज बिल, जिम उघडण्याचा प्रश्न, मंदिरं खुली करण्याचा मुद्दा, अशा अनेक मुद्द्यांवरून सरकारशी पत्रव्यवहार केला आहे.

काही दिवसांपूर्वी मुंबईतल्या डॉक्टरांच्याही एका शिष्टमंडळाने राज ठाकरे यांची भेट घेत सरकारविरोधात संताप व्यक्त केला होता. सहकारी डॉक्टरचा कोरोनाशी लढताना मृत्यू झाल्यानंतर सरकारने त्यांच्या कुटुंबाला विम्याचे पैसे द्यायला नकार दिला होता. यामुळे हे डॉक्टर नाराज होते.

बंद असणा-या जिम सुरू कराव्यात म्हणून जिम चालकांनीही त्यांचे प्रश्न ठाकरेंसमोर मांडले होते. काही काळापूर्वी जेव्हा मुंबईत वाढीव वीजबिलं आली आणि गोंधळ उडाला तेव्हा 'मनसे' आंदोलनाचा पवित्रा घेतला. मग अदानी समुहाच्या सीईओंनी कृष्णकुंजवर जात राज ठाकरेंची भेट घेतली होती.

सगळे जिम संचालक, खेळाडू, प्रशिक्षक राज ठाकरेंना भेटल्यानंतर अनलॉकच्या प्रक्रियेत जिमचा प्रश्नही चर्चिला जाऊ लागला. अर्थात सरकारनं अद्याप निर्णय घेतला नाही आहे.

"सत्ता वगैरे असलेले नेते असा आमच्यपुढचा प्रश्न नव्हता. आमचा विषय तांत्रिकही होता. ते सगळ्या नेत्यांना समजलं पाहिजे आणि आमच्या भूमिकेला रेफरन्स मिळाला पाहिजे म्हणून आम्ही आमचं प्रेझेन्टेशन घेऊन राज ठाकरेंकडे गेलो होतो," असं या भेटीला गेलेले समीर दाबिलकर सांगतात.

"लोकांना वाटतं कामं होतात इथं आल्यावर म्हणून ते येतात. डॉक्टर्सचे प्रश्न होते, अंगणवाडी सेविकांचे प्रश्न होते. त्यांनी फोन केला आणि काम झालं," 'मनसे'चे संदीप देशपांडे म्हणतात.

"लॉकडाऊनच्या काळात तर असं झालं की तो उठवावा अशी भूमिका घेणारे राजसाहेब पहिले होते. त्यामुळे ज्यांना ज्यांना वाटत होतं की त्यांची कामं सुरु करावीत, आर्थिक प्रश्न त्यानं सोपा होईल, ते सगळे भेटायला आले," देशपांडे पुढे म्हणतात.

पण एखाद्या प्रश्नावर आंदोलन करुन वा भूमिका घेऊन शेवटपर्यंत ती नेली जात नाहीत, या आरोपांवर संदीप देशपांडे आक्षेप घेतात. "हे आरोप कोण करतात? जे आंदोलनं करत नाहीत ते. टोलच्या आंदोलनामुळं 64 टोल बंद झाले. मराठी पाट्या आता सगळीकडे दिसतात. नोक-यांच्या जाहिराती मराठीत येतात. आम्ही प्रत्येक प्रश्न शेवटाला नेतो," देशपांडे म्हणतात.
