भारत आणि चीन यांच्यात पुन्हा एकदा सीमा वाद उफाळताना दिसतोय.
चीनने लडाखच्या पूर्व भागतल्या पँगोंग त्सो तलावात गस्तीनौका वाढवल्या आहेत. दोन आठवड्यांपूर्वी याच तलावाजवळ भारत आणि चिनी जवानांमध्ये चकमकही झाली होती. लडाखमधल्या प्रत्यक्ष नियंत्रण रेषेजवळचा हा परिसर आहे.
दोन्ही देश प्रत्यक्ष सीमारेषेजवळ सैन्य तैनात करत असल्याचंही वृत्त होतं.
भारताचं म्हणणं होतं की, अक्साई चीनमधल्या गॅलवान खोऱ्याजवळ चिनी सैन्याचे तंबू दिसले. यानंतर भारतानेही सीमेजवळच्या आपल्या भागात सैन्याची तैनात वाढवली. तर गॅलवान खोऱ्याजवळ भारत संरक्षणविषयक बेकायदेशीर बांधकाम करत असल्याचा चीनचा आरोप आहे.
भारत आणि चीन यांच्यात बरेचदा वेगवेगळ्या ठिकाणी असे वाद होत असतात. याचं कारण काय आहे?
रखडलेला सीमाप्रश्न
भारत आणि चीन यांच्यात 3 हजार 488 किमी लांबीची सीमा आहे. ही सीमारेषा जम्मू-काश्मीर, लडाख, हिमाचल प्रदेश, उत्तराखंड, सिक्कीम आणि अरुणाचल प्रदेश या भागातून जाते. ही सीमा तीन सेक्टर्समध्ये विभागलेली आहे - पश्चिम सेक्टर म्हणजे जम्मू-काश्मीर, मिडल सेक्टर म्हणजे हिमाचल प्रदेश आणि उत्तराखंड आणि पूर्व सेक्टर म्हणजे सिक्कीम आणि अरुणाचल प्रदेश.
अनेक भागांवरून दोन्ही देशांमध्ये वाद असल्याने अजून बऱ्याच ठिकाणी सीमेचं आरेखन झालेलं नाही.
पश्चिम सेक्टरमधल्या अक्साई चीन भागावर भारत आपला दावा सांगतो. हा भाग सध्या चीनच्या नियंत्रणाखाली आहे. 1962 सालच्या भारत-चीन युद्धादरम्यान चीनने हा संपूर्ण भाग ताब्यात घेतला होता.
तर पूर्व सेक्टरमध्ये चीन अरुणाचल प्रदेशवर आपला दावा सांगतो. चीनच्या म्हणण्यानुसार हा दक्षिण तिबेटचा भाग आहे.
तिबेट आणि अरुणाचल प्रदेश यांच्यात आलेल्या मॅकमोहन रेषेलाही चीन मानत नाही. 1914 साली ब्रिटीश भारत आणि तिबेटच्या प्रतिनिधींनी हा करार केला त्यावेळी आपण तिथे उपस्थित नव्हतो, असं चीनचं म्हणणं आहे. तिबेट आमचा भाग असल्याने तिबेट स्वतः एकट्याने कुठलाही निर्णय घेऊ शकत नाही, असं चीनचं म्हणणं आहे.
खरंतर 1914 मध्ये तिबेट एक दुबळं मात्र स्वतंत्र राष्ट्र होतं. मात्र, तिबेट स्वतंत्र राष्ट्र आहे, हे चीनने कधीच मान्य केलं नाही. 1950 साली चीनने तिबेटवर पूर्णपणे ताबा मिळवला.
एकूण काय तर चीन मॅकमोहन रेषेला मानत नाही आणि अक्साई चीनवर भारताने जो दावा सांगितला आहे, त्याचंही चीनने खंडन केलं आहे.
लाईन ऑफ अॅक्च्युअल कंट्रोल (प्रत्यक्ष नियंत्रण रेषा)
या वादांमुळेच दोन्ही देशांमध्ये अजूनही प्रत्यक्ष सीमा आखण्यात आलेल्या नाही. मात्र, आहे ती परिस्थिती कायम ठेवण्यासाठी लाईन ऑफ अॅक्च्युअल कंट्रोल म्हणजेच प्रत्यक्ष सीमारेषा ही संज्ञा वापरली गेली. मात्र, ही सीमारेषा निश्चित नाही. दोन्ही देश वेगवेगळ्या प्रत्यक्ष नियंत्रण रेषा दाखवत असतात.
या प्रत्यक्ष नियंत्रण रेषेवर अनेक हिमनद्या, बर्फाचं वाळवंट, डोंगर आणि नद्या आहेत. प्रत्यक्ष नियंत्रण रेषेवरच्या अनेक भागातून बऱ्याचदा भारत-चीन जवानांच्या चकमकीच्या बातम्या येत असतात.
पँगोंग त्सो तलाव
134 किमी लांब पँगोंग त्सो तलाव हिमालयात समुद्रसपाटीपासून जवळपास 14 हजार फुटांहून अधिक उंचीवर आहे.
या तलावाच्या 45 किमी क्षेत्रफळाचा भाग भारतात आहे. तर 90 किमीचा परिसर चीनमध्ये आहे. प्रत्यक्ष नियंत्रण रेषा या तलावाच्या मधून जाते.
पश्चिम सेक्टरमध्ये चीनकडून होणाऱ्या अतिक्रमणाच्या घटनांपैकी एक तृतिआंश घटना याच पँगोंग त्सो तलावालगतच्या परिसरात होत असल्याचं सांगितलं जातं.
सीमाच निश्चित नसल्याने समोरच्या देशाने आपल्या सीमेत अतिक्रमण केलं आहे, असं वाटून बरेचदा दोन्ही देशातले जवान समोरासमोर ठाकतात.
सामरिकदृष्ट्याही पँगोंग त्सो तलाव महत्त्वाचा आहे. चुशूल खोऱ्याच्या मार्गात हा तलाव आहे. या मार्गाचा वापर चीन भारतव्याप्त क्षेत्रात आक्रमण करण्यासाठी करू शकतो. 1962 च्या युद्धात चीनने मुख्य हल्ला चढवला तोही याच भागातून. चीनने पँगोंग त्सो तलावाच्या त्यांच्याकडच्या भागापर्यंत रस्ते बांधल्याचंही वृत्त आहे.

गॅलवान खोर
अक्साई चीन या वादग्रस्त भूभागात गॅलवान खोरं आहे. लद्दाख आणि अक्साई चीन दरम्यान भारत-चीन सीमेच्या अगदी जवळ आहे.
या भागात प्रत्यक्ष नियंत्रण रेषा अक्साई चीन भारतापासून वेगळा करते. हे खोरं चीनच्या दक्षिणेकडच्या शिंजियांग आणि भारताच्या लडाखपर्यंत पसरलेलं आहे.
जवाहरलाल नेहरू विद्यापीठातील माजी प्राध्यापक आणि आंतरराष्ट्रीय विषयाचे जाणकार एस. डी. मुनी सांगतात की हा भाग पाकिस्तान, चीनच्या शिंजियांग आणि लद्दाखच्या सीमेला लागून असल्याने हा भाग भारतासाठी सामरिकदृष्ट्या अत्यंत महत्त्वाचा आहे. 1962 च्या युद्धादरम्यानसुद्धा गॅलवान नदीचा हा प्रदेश युद्धाचं मुख्य केंद्र होतं.
ते पुढे असंही सांगतात की गॅलवान खोऱ्यात भारताकडून होत असलेलं बांधकाम बेकायदेशीर असल्याचं चीनचं म्हणणं आहे.
यामागचं कारण म्हणजे भारत आणि चीन यांच्यात झालेल्या एका करारात दोन्ही राष्ट्रांनी प्रत्यक्ष नियंत्रण रेषा मान्य करण्याचं आणि त्या भागात कुठलंही बांधकाम न करण्याचं मान्य केलं आहे. मात्र, चीनने आपल्याकडच्या भागात याआधीच आवश्यक सैन्य उभारणी केली आहे आणि आता मात्र आहे ती परिस्थिती कायम ठेवावी, असं चीनचं म्हणणं आहे. मात्र, आपली बाजूही बळकट करण्यासाठी भारतालाही लष्करी बांधकाम करायचं आहे.
डोकलाम
2017 साली डोकलामवरून भारत आणि चीन यांच्यात बराच वाद झाला होता. 70-80 दिवस हा वाद पेटला होता. अखेर चर्चेतून त्यावर तोडगा काढण्यात आला होता.डोकलामच्या पठारी भागात चीनने रस्ता बांधण्याचं काम सुरू केलं होतं. त्याला भारताने विरोध केल्यामुळे हा वाद पेटला होता.

डोकलाम खरंतर चीन आणि भूटान या दोन देशातल्या वाद आहे. मात्र, हा भूभाग सिक्कीमच्या सीमेजवळ आहे आणि हा ट्राय-जंक्शन प्वाईंट आहे. भूटान आणि चीन दोन्ही या भागावर आपला हक्का सांगतात. भारत भूटाच्या दाव्याचं समर्थन करतो.
हा भूभाग सामरिकदृष्ट्याही महत्त्वाचा आहे. चीनने डोकलाममध्ये रस्ता बांधला असता तर ईशान्य भारताला देशाशी जोडणाऱ्या 20 किमीच्या चिकन्स नेक या मार्गापर्यंत पोहोचणं चीनसाठी सुलभ झालं असतं. तशा परिस्थितीत हा मार्ग बंद करून चीनने ईशान्य भारत ताब्यात घेण्याचा प्रयत्नही केला असता, अशी चिंता भारताला होती.
तसंच भारतीय लष्करातल्या तज्ज्ञांचं म्हणणं आहे की, डोकलामच्या जवळ असणाऱ्या सिक्कीममधून भारत चीनच्या कुठल्याही प्रयत्नांना हाणून पाडू शकतो. शिवाय सीमेवर हिमालयात हाच एकमेव असा भूभाग आहे ज्याचं भौगोलिकदृष्ट्या भारतीय लष्कराला चांगलं ज्ञान आहे. हा भाग उंचावर असल्याने त्याचा भारताला फायदा आहे. तर चीनी सैन्य भारत आणि भूटान यांच्यात अडकू शकते.
तवांग
अरुणाचल प्रदेशातल्या तवांग भागावर कायमच चीनचा डोळा राहिला आहे.
तवांग तिबेटच्या भाग असल्याचं चीनचं म्हणणं आहे. तवांग आणि तिबेटमध्ये बरंच सांस्कृतिक साम्य आहे आणि तवांग बौद्धांचं मुख्य धार्मिक ठिकाण असल्याचं चीनच म्हणणं आहे.
त्यामुळेच तवांगवर ताबा मिळवून बौद्धांच्या प्रमुख धार्मिक स्थळांवर ताबा मिळवण्याचा चीनचा प्रयत्न असल्याचं म्हटलं जातं.
दलाई लामा यांनी तवांगच्या मॉनेस्ट्रीचा दौरा केला, त्यावेळी चीनने याचा जोरदार विरोध केला होता.
1914 साली ब्रिटीश भारत आणि तिबेट यांच्या प्रतिनिधींमध्ये करार झाला होता. त्यावेळी अरुणाचल प्रदेशातल्या उत्तरेकडचा तवांग आणि दक्षिणेकडा भाग भारताचा असल्याचं मान्य करण्यात आलं होतं.
1962 च्या भारत-चीन युद्धादरम्यान चीनने तवांगवरही ताबा मिळवला होता. मात्र, अरुणाचल प्रदेशातली भौगोलिक स्थिती पूर्णपणे भारताच्या बाजूने आहे आणि म्हणूनच तवांगवर ताबा मिळवूनही या भागातून चीनने माघार घेतली होती.
नथुला
नथुला हिमालयातला एक डोंगराळ भाग आहे. हा भाग भारतात सिक्कीम आणि तिबेटमध्ये दक्षिणेकडच्या चुम्बी खोऱ्याला जोडतो. सिक्कीमची राजधानी गंगटोकपासून 54 किमी पूर्वेला नथुला पास आहे.
समुद्रसपाटीसपासून 14 हजार 200 फूट उंचावर असलेला नथुला पास भारतासाठी महत्त्वाचा आहे. कारण इथूनच कैलास मानसरोवरसाठीचा मार्ग जातो.
1962 च्या भारत-चीन युद्धानंतर हा मार्ग बंद करण्यात आला होता. 2006 साली झालेल्या द्विपक्षीय व्यापार करारादरम्यान हा मार्ग पुन्हा खुला करण्यात आला होता. 1890 साली झालेल्या एका करारात नथुला सीमेवरून दोन्ही देशांत कुठलाच वाद नाही, असं म्हटलं होतं आणि म्हणूनच 2006 मध्ये तो खुला करण्यात आला.
मात्र, नथुला पासजवळ भारत आणि चीनच्या जवानांमध्ये चकमक झाल्याचं वृत्त याचवर्षी 10 मे रोजी आलं होतं.
सीमाप्रश्न सोडवण्याचे प्रयत्न
भारत-चीन विषयांवर लक्ष ठेवणाऱ्या जाणकार गीता कोचर सांगतात की दोन्ही देशांनी बॉर्डर मॅनेजमेंट समित्या स्थापन केल्या आहेत.
त्या म्हणतात, "जोपर्यंत सीमा निश्चिती होत नाही तोपर्यंत सीमेवादाचे जे काही मुद्दे येतील त्यांचं मोठ्या तणावात रुपांतर होऊन युद्धजन्य परिस्थिती उद्भवू नये, हे बघणं, हे या समितीचं काम आहे."
तर पीआयबीनुसार भारत आणि चीन यांनी सीमाप्रश्नाच्या तोडग्याची रुपरेषा तयार करण्यासाठी आपापल्या विशेष प्रतिनिधीची नेमणूक केली आहे. या विशेष प्रतिनिधींच्या आतापर्यंत 20 हून अधिक बैठका झाल्या आहेत.
21 डिसेंबर 2019 रोजी दिल्लीत या विशेष प्रतिनिधींची 22 वी बैठक झाली होती. यात भारतीय शिष्टमंडळाचं नेतृत्व राष्ट्रीय सुरक्षा सल्लागार अजित डोभाल यांनी केलं होतं.
