ओला दुष्काळ : 'नवऱ्यानं आत्महत्या केली, आता पावसामुळे पीक गेलं, घरच खचलं'

"शेतीत थोडाफार 10-15 हजाराचा माल निघत होता. यावर्षी तो पण नाही. घरात तर बसू पण शकत नाही. सगळं घर वल्लं होयेल आहे पावसानं," असं म्हणत राधाबाई राऊत यांनी आमच्याशी बोलायला सुरुवात केली.

राधाबाई राऊत औरंगाबाद जिल्ह्यातल्या सिल्लोड तालुक्यातील पळशी गावात राहतात. त्यांच्या शेतकरी पतीनं 2015मध्ये आत्महत्या केली.

आता अवकाळी पावसामुळे त्यांच्यावर तिहेरी संकट ओढवलं आहे. शेतातील पीक त्यांच्या हातातून गेलं आहे.

शेतातील नुकसानाबद्दल सांगताना त्यांनी म्हटलं, "मला 35 गुंठे वावर आहे. त्यात मका पेरला होता. 7 किलो बी. पण त्या मक्याचा काहीच उपयोग झाला नाही. आता खर्च फिटत नाही. कारण मका सडला आहे. पाऊस पडायच्या आधी चांगलं होतं पीक. पावसानं सगळी घाण केली. मक्याचं च्याराने बी हाती नाही लागत. जिथं 10 क्विंटल व्हायचे, तिथं आता 4 क्विंटल बी होत नाही ."

अवकाळी पावसामुळे राधाबाईंच्या शेतातील पिकांचंच नुकसान झालंय असं नाही तर त्यांचं घरही ओलं झालं आहे. घराच्या भिंती ओल्या झाल्यामुळे ढासळतील की काय अशी त्यांना भीती आहे.

आम्ही त्यांच्या घरी पोहोचलो तेव्हा घराच्या भिंती पूर्णपणे ओल्या दिसल्या.

त्या सांगत होत्या, "पाऊस आला त्या रात्री मी झोपू शकले नाही. वरून लेकरांच्या डोक्यावर माती पडते की काय हेच विचार मनात येत होते. माणूस असता तर काही भाड्यातोड्यानं घेतलं असतं. पण आता तोही पर्याय नव्हता माझ्याकडे. इतक्या रात्री कुठं जाणार लोकांच्या घरी. पावसानं घर वल्लं झालं आहे. घरात बसतासुद्धा येत नाही."

सध्या त्या मजुरी करून कुटुंबातील 6 जणांचा घरखर्च भागवतात.

त्यांनी सांगितलं, "दीडशे-दोनशे रुपये मजुरी मिळते. त्यात कसंतरी अॅडजस्ट करायला लागतं. मी एकटीच कमावणार आणि 5 जण खाणार म्हटल्यावर कसं भागन? मजुरी दररोज नाही मिळत, कारण पावसामुळे 20 दिवसांपासून घरीच होतो. आता या पावसानं असं केलं जे आहे ते पण खायला नाही भेटत. शेतात आहे ते बी पांगलं आता."

मुलीच्या शिक्षणाऐवजी आता त्या तिच्या लग्नाचा विचार करत आहेत.

"मुलगी हुशार आहे. बारावीत कॉमर्सला तिला 100 मार्क्स मिळाले आहेत. तिला सीए व्हायचं होतं. पण कुठून आणणार 60 हजार रुपये महिना? सगळे म्हणत होते मुलीचं लग्न करून टाक, ती मोठी झाली. आता तिचं लग्न करून टाकू."

घर आणि विहिरीची पडझड

अवकाळी पावसामुळे शेतातल्या पिकांव्यतिरिक्त घराची हानी झालेल्या राधाबाई एकट्याच नाहीत.

पळशी गावातल्याच खाजू बेग यांचं घरही अवकाळी पावसामुळे कोसळलंय.

त्यांनी म्हटलं, "पावसामुळे घराची भिंत खचली आहे. सध्या आम्ही भिंतीवर कापड टाकलं आहे. पण ती कधीही कोसळू शकते. घर पाहण्यासाठी सरकारी अधिकारी आले होते. ते घर पाहून गेलेत. मदत देऊ म्हणाले आहेत."

तर अवकाळी पावसामुळे जालना जिल्ह्यातील अंबड तालुक्यातील शेतकरी भगवान काफरे यांची '90 फूट' विहीर पूर्णपणे ढासळली आहे.

त्यांनी सांगितलं, "विहीर बांधण्याचा उद्देश हा होता, की शाश्वत शेती करावी, पाण्याची शेती करावी जेणेकरून कुटुंबाला हातभार लागेल. मुलांना चांगलं शिक्षण देता येईल, मुलीचं लग्न करता येईल. पण अवकाळी पावसामुळे तिच्या चहू बाजूनं पाणी वेढलं गेलं आणि ती जमीनदोस्त झाली. पूर्ण विहीर भरली गेली."

उन्हाळ्यात त्यांनी विहिरीचं बांधकाम केलं होतं. "माझं खूप मोठं नुकसान झालं आहे. काळ्या मातीच्या जमिनीत विहीर खोदायची म्हटल्यावर जवळपास 14 ते 15 लाख खर्च येतो," असं ते सांगत होते.

याप्रकारच्या नुकसानीला मदत मिळणार?

अवकाळी पावसामुळे झालेल्या पिकांच्या नुकसानीचे तत्काळ पंचनामे करण्याचे आदेश काळजीवाहू मुख्यमंत्री देवेंद्र फडणवीस यांनी दिले आहेत.

पण पावसामुळे ज्यांच्या घरांचं नुकसान झालं, विहिरींची पडझड झाली, या नुकसानीविषयी शासनाचं काही धोरण आहे का, यावर राज्याचे माजी कृषी राज्यमंत्री सदाभाऊ खोत यांनी बीबीसीला सांगितलं, "अवकाळी पावसामुळे पिकांचं जे नुकसान झालं, त्याचे जवळजवळ 100 टक्के पंचनामे पूर्ण झाले आहेत. पण, ज्यावेळेस पिकांच्या नुकसानीचे पंचनामे करण्याचे आदेश देण्यात आले, त्यावेळेला घर म्हणा किंवा विहीरी म्हणा या नुकसानीचा मुद्दा समोर आला नाही. पण, ग्रामीण भागात मातीची घरं मोठ्या प्रमाणावर आहेत. त्यामुळे याप्रकारच्या नुकसानीला निश्चितच मदत द्यायला हवी. त्यामुळे नवीन सरकार अस्तित्वात आल्यानंतर मी हा मुद्दा प्रशासनासमोर मांडेन."

"ओला दुष्काळ समजून नुकसानग्रस्त शेतकरी कुटुंबातला सगळ्या सवलती दिल्या जाणार आहेत. यामध्ये शैक्षणिक मदतीचाही समावेश असेल," असं खोत यांनी पुढे सांगितलं.
