सिसिली हे इटलीतलं एक बेट आहे. इथली नगर परिषद परदेशी लोकांना तिथं स्थायिक होण्यासाठी मदत करत आहे. अगदी अत्यल्प किंमतीमध्ये इथे घर दिलं जातंय. या गावात तुम्हाला कायमचं राहायचं असेल तर एक युरो म्हणजेच 80 रुपये पुरेसे आहेत.
2019 साली इथली घटती लोकसंख्या पाहून सिसिलीच्या ग्रामीण भागातल्या संबुका नावच्या गावच्या अधिकाऱ्यांनी हा निर्णय घेतला आहे. गावात अनेक घरं पडून आहेत. इथे लोक राहात नाहीत, यामुळेच ही घरं साधारण 80 रुपयांत विकायचा निर्णय अधिकाऱ्यांनी घेतला आहे.
युरोपातल्या अनेक गाव आणि खेड्यांमधून, संबुकामधूनही लोक बाहेर पडले आहेत. या गावात सध्या फक्त 5,800 लोकं राहतात. इथले स्थानिक आसपासच्या शहरांमध्ये राहायला गेले आहेत. यासाठीच संबुकाच्या नगर परिषदेने ही रिकामी घरं खरेदी केली असून ही घरं जगभरातल्या लोकांना अत्यंत कमी किंमतीत विकण्याचा निर्णय घेतला आहे. लोकांना इथे येण्यासाठी आकर्षित करण्याचा हा एक प्रयत्न आहे.

सुंदर घराचं स्वप्न साकार
जगभरातल्या अनेक लोकांना या निर्णयामुळे आपलं स्वप्नातलं घर वसवण्याची संधी प्राप्त झाली आहे.
या संदर्भात संबुकाचे महापौर लिओनार्डो सिकारियो सांगतात, "लोकांनी नगर परिषदेची प्रक्रिया पूर्ण करून घरं खरेदी करावीत. आम्ही सोळा घरांचा लिलावही केला. ती सर्व घरं परदेशी लोकांनी विकत घेतली आहेत. अनेक कलाकारांनीही यात स्वारस्य दाखवलं आणि ते इथे येऊन राहायला लागले.''
संबुकाचे उपमहापौर आणि आर्किटेक्ट ज्यूसेप केसियोपो सांगतात, की अनेक संगीत आणि नृत्य कलाकार, पत्रकार, लेखक अशा अनेक लोकांनी घरं खरेदी केली आहेत, ही सर्व लोकं उत्तम अभिरूची असणारी आहेत. त्यांच्यामुळे इथल्या सौंदर्यात भर पडणार आहे.''
"जगभरातल्या लोकांनी आमच्या संस्कृतीमध्ये रस दाखवलाय आणि आतापर्यंत 60 घरं विकली गेली आहेत,'' असं संबुकाच्या रहिवासी मारिसा मोंटलबानो यांनी सांगितलं.
अर्थात, ही घरं खरेदी करताना एकच अट ठेवण्यात आली आहे, ती म्हणजे घराची डागडुजी घर खरेदी करणाऱ्यानंच करायची. पण ही दुरुस्ती करण्यासाठी लोकांना बरेच पैसे खर्च करावे लागू शकतात. तसंच खरेदी करणाऱ्यांना या डागडुजीसाठी तीन वर्षांचा वेळ दिला जात आहे.
एका युरोमध्ये घर
एका युरोमध्ये घर या योजनेमुळे संबुका रातोरात प्रसिद्ध झालं. योजनेला सुरुवात झाल्यानंतर 40 घरं बाजारभावानं विकली गेली आहेत.
संबुकामधली घरं खरेदी करण्यात परदेशी लोकांबरोबरच इथून सोडून गेलेल्या स्थानिकांचाही समावेश आहे. ग्लोरिया ओरिजी इटलीतल्या मिलान शहरात राहात होती. आता ती पॅरिसमध्ये स्थायिक झाली आहे.
संबुकामध्ये घर खरेदी करण्याविषयी त्या सांगतात, "मी बराच काळ फ्रान्समध्ये राहिले आहे. पण इटलीमध्ये एक घर असावं अशी माझी इच्छा होती. संबुका खूप सुंदर आहे. इथल्या लोकांमध्ये आत्मीयता आहे, अत्यंत मोकळ्या मनाची माणसं आहेत ही. अशी माणसं हल्ली सापडणं मुश्कील झालं आहे. यामुळेच मी इथे घर खरेदी करण्याचा निर्णय घेतला."
मारिसा मोंटलाबानोसुद्धा संबुकामध्ये राहतात. त्या सांगतात, की मी लहानपणी आई-बाबांबरोबर अमेरिकेला गेले. मी शिकागोला राहात होते. त्यानंतर मी संबुकाला आले तेव्हा मला इथे राहायला थोड्या अडचणी आल्या. पण हे ठिकाण खूप सुंदर आहे आणि इथली जीवनशैली तर अतिशय छान आहे.
सोडून गेलेले नागरिक
इथल्या घराघरांत पुन्हा एकदा लोक राहायला लागले आहेत, घरं भरून जात आहेत. यामुळे संबुकाचे महापौर लिओनार्डो सिकासियो फार खूष आहेत. ते म्हणतात, की ही योजना खरोखर यशस्वी झाली आहे.
संबुकाच्या योजनेला मिळालेल्या यशामुळे इटलीमधली इतर गावांनीही प्रेरणा घेतली आहे. जिथे लोकसंख्या कमी होत आहे, अशा गावांनीसुद्धा या योजनेबद्दल विचार सुरू केला आहे.
परदेशी प्रवाशांसह इथले नागरिकही पुन्हा गावी परत येण्यासाठी आकर्षित होतील, तेव्हा ही योजना खऱ्या अर्थानं यशस्वी होणार आहे.
