हे वाचायला काहीसं विचित्र वाटेल, पण सध्याच्या घडीला काँग्रेस नेतृत्वाला महाराष्ट्रातल्या सत्ता स्थापनेबाबत फारशी चिंता नाही.
शिवसेना-राष्ट्रवादी आणि काँग्रेस या आघाडीसाठी वरवर पाहता सोनिया गांधी उत्सुक वाटत असल्या तरी महाष्ट्रामध्ये या तीन पक्षांच्या आघाडीचं सरकार स्थापन होऊ शकलं नाही तर त्याचं त्यांना फारसं वाईट वाटणार नाही.
सोनियांचं राजकारण मुख्यतः तीन सल्लागारांवर चालतं-अहमद पटेल, ए. के. अँटनी आणि सुशीलकुमार शिंदे. याशिवाय राहुल आणि प्रियंका गांधींची भूमिका ही 'मुशीर-ए-खास'ची असते आणि त्यांचे सल्लेही महत्त्वाचे ठरतात. या सल्लागारांचं मत सध्या नवीन काही करून पाहण्याच्या विरोधात आहे.

'सेक्युलॅरिझम' म्हणजे धर्मनिरपेक्षतेच्या संकल्पनेला काँग्रेसच्या विचारसरणीत महत्त्वाचं स्थान आहे. आणि काँग्रेसमधल्या ज्येष्ठांचं मत पाहता आणि स्वतःच्या राजकीय प्रतिमेचा विचार करता सोनियांना काँग्रेसच्या या विचारसरणीला धक्का लावायचा नाहीये. काँग्रेसच्या धर्मनिरपेक्षतेच्या विचारांशी तडजोड करणारी व्यक्ती म्हणून त्यांना काँग्रेसच्या इतिहासात स्वतःची नोंद करवून घ्यायची नाही.
पण त्याच वेळी मुख्य शत्रू असणाऱ्या भाजपकडून महाराष्ट्रात सरकार स्थापन करण्याची संधी हिरावून घेण्याचा पर्यायही त्यांना बंद करायचा नाही.
काँग्रेसच्या महाराष्ट्रातून निवडून आलेल्या प्रत्येक आमदाराची शिवसेना-राष्ट्रवादी-काँग्रेस युतीमध्ये सहभागी होण्याची इच्छा असल्याची जाणीव त्यांना काँग्रेसप्रमुख म्हणून आहे.
शिवसेनेला थेट नकार दिला असता तर काँग्रेस पक्षामध्येच बंड होण्याची शक्यता होती. म्हणूनच स्वतःचा या आघाडीला असणारा विरोध आणि महाराष्ट्रात काँग्रेस एकसंध ठेवणं, या गोष्टींमध्ये ताळमेळ साधण्याचा सोनिया प्रयत्न करत आहेत.
एकीकडे सोनिया दोन विरोधी गोष्टींमध्ये समतोल साधण्याचा प्रयत्न करत असतानाच दुसरीकडे राष्ट्रवादी काँग्रेसचे प्रमुख शरद पवार आपल्या राजकीय महत्त्वाकांक्षांनी प्रेरित आहेत. पर्यायी सरकार उभं करण्यासाठीची जुळवाजुळव करण्यामध्ये पवारांची महत्त्वाची भूमिका होती. पण तेवढ्यात त्यांनी पवित्रा बदलला.
शरद पवारांनी अद्याप आपले पत्ते जाहीर केले नसले तरी शिवसेना-राष्ट्रवादी काँग्रेस आणि काँग्रेसला एकत्र येण्यासाठी लागणारा वेळ पाहता काहीतरी अडचण आहे, हे नक्की आहे. म्हणजेच राष्ट्रपती राजवटीदरम्यान भाजपला आणखी एक संधी मिळावी, यासाठी जणू सोनिया आणि शरद पवार एकत्र प्रयत्न करत आहेत.
तांत्रिकदृष्ट्या भाजपकडे अजूनही सेनेसोबतची त्यांची युती पुन्हा जुळवण्याचा किंवा पवारांची साथ घेण्याचा, असे दोन्ही पर्याय आहेत. फूट वा बंडखोरी घडवून आणण्याचा तिसरा पर्यायही त्यांच्याकडे आहेच. सगळ्यांना बुचकळ्यात पाडण्यासाठी शरद पवारांकडे काहीतरी गूढ बोलणं, तात्त्विक मुद्दे मांडणं, किमान समान कार्यक्रम असे मुद्दे आहेतच.
खरंतर असे 'दूसरा' टाकण्याच्या पवारांच्या कौशल्यामुळेच त्यांना या क्षेत्रात वेगळी ओळख मिळालेली आहे. दुसऱ्या शब्दांत सांगायचं झालं तर पवारांच्या राजकीय प्रवासामध्ये त्यांच्या 'विश्वासार्हते'विषयी वारंवार सवाल उपस्थित झाले आहेत. वसंतदादा पाटलांच्या नेतृत्त्वातलं काँग्रेस सरकार धूर्तपणाने उलथवून 1978मध्ये वयाच्या 38व्या वर्षी तरुण शरद पवार महाराष्ट्राचे मुख्यमंत्री झाले.
विधानसभेमध्ये शरद पवारांनी वसंतदादांना विश्वासमताचा ठराव जिंकायला मदत केली आणि मग राजभवनात जाऊन पाठिंबा काढून घेतला, आणि जनता पक्षासोबत पुरोगामी लोकशाही दलाचं सरकार स्थापन करत असल्याचं त्यांनी तेव्हाचे राज्यपाल सादिक अली यांना कळवलं.
79 वर्षांचे शरद पवार यांना सध्याच्या घडीला भारतातले सर्वांत दिग्गज नेते म्हणता येईल. पवारांची आतापर्यंतची राजकीय कारकीर्द ही जय-पराजयाची सरमिसळ आहे. राजीव गांधींनंतर 1991मध्ये काँग्रेस सत्तेत आल्यानंतर खरंतर शरद पवार त्यांच्या पंतप्रधान होण्याच्या स्वप्नाच्या अगदी जवळ येऊन ठेपले होते. सोनियांनी पंतप्रधान होण्यास नकार दिला होता. नवरा गमावल्याच्या दुःखात असणाऱ्या सोनियांना कशातही थेट हस्तक्षेप करायचा नव्हता.
सुरेश कलमाडींसारखे पवार समर्थक सक्रीय झाले आणि वेळेआधीच मेजवान्या आयोजित करण्यात आल्या. दुःखाच्या या क्षणांमध्ये मेजवान्या आयोजित करणं या मराठा नेत्याला महाग पडलं आणि त्यांच्याकडे जेमतेम 54 खासदारांचा पाठिंबा उरला. त्यानंतर झालेल्या सत्ता संघर्षात पवार आणि अर्जुन सिंह यांच्यात चढाओढ झाली, पण पक्षनेत्यांनी पंतप्रधानपदी पी. व्ही. नरसिंह राव यांची निवड केली.
नरसिंह राव यांच्या नेतृत्वाखालील मंत्रिमंडळात पवारांनी संरक्षण मंत्रिपद स्वीकारलं खरं, पण पंतप्रधानांची नाजूक तब्येत वा राजकीय कारणांमुळे लवकरच आपल्याला काँग्रेस अध्यक्षपद वा देशाचं पंतप्रधानपद वा या दोन्ही गोष्टी मिळतील, अशी आशा त्यांना होती. पण घडलं उलटंच.
1993च्या मुंबई दंगली आणि त्यानंतर झालेल्या बाँबस्फोटांनंतर नरसिंह रावांनी त्यांना मुख्यमंत्री म्हणून महाराष्ट्रात परत पाठवलं. 1995च्या महाराष्ट्र विधानसभा निवडणुकीत पवारांचा पराभव झाला आणि सेना-भाजप युतीचं सरकार आलं.
जैन हवाला घोटाळा उघडकीला आल्यानंतर या घोटाळ्यात पवारांचं नाव कसं आलं नाही, असं कुणीतरी केंद्रीय गृहमंत्री शंकरराव चव्हाण यांना विचारलं. यावर चव्हाण रुक्षपणे उत्तरले, "हवालातले व्यवहार हे विश्वासावर होतात, हे तुम्हाला माहीत नाही का?"
15 मे 1999 रोजी शरद पवारांनी त्यांच्या गुरुद्वारा रकबगंज रोडवरच्या बंगल्याच्या मागच्या हिरवळीवर एका समारंभाचं आयोजन केलं. जयललिता आणि इतर महत्त्वाच्या राजकीय समर्थकांसोबतच्या चर्चांची सूत्रं सोनियांनी शरद पवारांच्या हाती दिल्याच्या आनंदाप्रित्यर्थ ही मेजवानी असल्याचं अनेकांना वाटलं. पण ते खरं कारण नव्हतं.

कडक खादीच्या पांढऱ्या बुश-शर्टातल्या पवारांनी या मेजवानीदरम्यान बारामतीची वाईन सादर करताना एक किस्सा सांगितला. "खरंतर मी माझ्या नेत्यांना (तोपर्यंत तरी सोनिया) सांगितलं की मी द्रष्टा आहे, कारण या वाईनची निर्मिती करण्यासाठी मी 20 वर्षांपूर्वी एका इटालियन भागीदाराची नेमणूक केली होती." गेली अनेक वर्षं 'शरद सीडलेस' नावाच्या प्रजातीच्या द्राक्षांची लागवड आपण करत असून वाईन निर्मितीला प्रोत्साहन देत असल्याचं त्यांनी सांगितलं.
दोनच दिवसांनी काँग्रेसच्या कार्यकारी समितीची बैठक होती. गोव्यातल्या विधानसभा निवडणुकांसाठीचे उमेदवार नक्की करत असतानाच सगळ्यांना भारताच्या वर्ल्डकपमधल्या इंग्लंडसोबतच्या पहिल्या मॅचची उत्सुकता होती. शरद पवारांनी गालातल्या गालात हसत पाहिलं आणि सोनिया गांधींच्या परदेशी मुळाविषयी भाजपने सुरू केलेली मोहीम कशी दुर्गम गावांपर्यंत पोहोचलेली आहे, हे पी. ए. संगमांनी आपल्या धारदार शैलीत मांडायला सुरुवात केली.
पवारांना काँग्रेसमधून काढण्यात आलं, पण सहा महिन्यांच्या कालवधीतच त्यांच्या राष्ट्रवादी काँग्रेस पक्षाने सोनियांच्या नेतृत्वाखालील काँग्रेससोबत महाराष्ट्रात आघाडी सरकार स्थापन केलं.
अनेक वर्षांपूर्वी मिर्झा गालिबने लिहून ठेवलंय, "हजारों ख्वाहिशें ऐसी के हर ख्वाहिश पे दम निकले, बहुत निकले मेरे अरमान, लेकिन फिर भी कम निकले..."
पुन्हा एकदा 'किंगमेकर' होण्याची 79 वर्षांच्या पवारांची क्षमता आहे आणि 'ख्वाहिश'ही. ते नेमके कुणाची बाजू घेणार, हे वेळ आल्यावरच कळेल. आपल्या अनेक विरोधकांसोबतचा आणि मित्रांसोबतचा हिशेब चुकता करण्याचा पर्याय आता या मराठा नेत्याकडे आहे. आणि यासोबतच स्वतःच्या राष्ट्रवादी काँग्रेसमध्ये एक नवीन प्राण फुंकण्याचाही.
