महाराष्ट्रातील चौथ्या टप्प्याचे मतदान संपलं. महाराष्ट्रातील 48 मतदारसंघातील उमेदवारांचं भवितव्य EVMमध्ये सील झालं आहे.
आता 23 मे रोजी या मशीन्सचे सील उघडण्यात येईल आणि कोणत्या उमेदवारांना संसदेत जायला मिळणार हे आपल्या सर्वांना समजेल. म्हणजे पुढचे तीन आठवडे देशभरात उमेदवारांचं नशीब अशा शेकडो मतपेट्यांमध्ये देशाच्या अनेक खोल्यांमध्ये बंद असतील. पण मतदान केल्यावर EVMचं नेमकं काय होतं? त्याचं संरक्षण कसं केलं जातं, जेणेकरून मतमोजणीपर्यंत कोट्यावधी लोकांची मतं सुरक्षित असतील? या मशीन्सना सुरक्षित ठेवण्यासाठी आणि त्यांच्या संरक्षणासाठी स्टँडर्ड ऑपरेटिंग प्रोसिजर ठरवण्यात आली आहे. त्यामुळे मशीनशी छेडछाड किंवा गैरप्रकार टाळले जातात.

मतदानानंतरची प्रक्रिया काय असते?
शेवटच्या मतदाराने मतदान केल्यानंतर मतदान केंद्राचे प्रमुख किंवा प्रिसायडिंग ऑफिसर तिथे CLOSE हे बटण दाबतात. त्यानंतर कोणतंही मत नोंदवलं जाऊ शकत नाही. मशीनमध्ये एकूण नोंदवलेल्या मतांचा आकडा तिथे उपस्थित असलेल्या राजकीय पक्षांच्या प्रतिनिधींना सांगितला जातो. मतमोजणीच्या दिवशी ही माहिती आणि एकूण मतदान जुळवून पाहिलं जातात. या दोन आकड्यांमध्ये काही फरक असल्यास मतमोजणी करणारे निवडणूक अधिकाऱ्यांच्या ते लक्षात आणून देऊ शकतात. मतदानानंतर EVMला एका बॉक्समध्ये ठेवून त्यावर शिक्का मारला जातो. तसंच निवडणूक आयोगाने दिलेली विशेष सुरक्षा पट्टी लावली जाते. निवडणूक अधिकारी आणि राजकीय पक्षांच्या प्रतिनिधींनी त्यावर स्वाक्षरी केली की ते बॉक्स स्ट्राँग रूममध्ये जमा केले जातात.
कसं असतं स्ट्राँग रूम?
* सील केलेले EVM ज्या खोलीत ठेवले जातात, त्याला स्ट्राँग रूम म्हटलं जातं. त्याची सुरक्षा व्यवस्था CISF, BSF, ITBP, CRPF सारख्या केंद्रीय निमलष्करी दलांकडे असते.
* या खोलींना एकच दरवाजा असतो. बाकीचे कुठलेही इतर दरवाजे किंवा खिडक्या असल्यास ती जागा विटांनी बंद केली जाते. या खोलीची किल्ली स्थानिक जिल्हा दंडाधिकाऱ्यांच्या ताब्यात असते.
* स्ट्राँगरूमचा दरवाजा बंद केल्यावर सील करून अधिकाऱ्यांबरोबर राजकीय पक्षांच्या प्रतिनिधींच्या स्वाक्षऱ्या होतात. या सर्व प्रक्रियेचं व्हीडिओ चित्रिकरण केलं जातं.
* सर्व अभ्यागतांची नोंदणी केली जाते आणि ती नोंद केंद्रीय सुरक्षा दलाच्या ताब्यात असते.
* या खोलीत सतत वीजपुरवठा व्हावा, यासाठी पर्यायी व्यवस्थाही केली जाते आणि इमारतीमध्ये अग्निशामक यंत्रणेची व्यवस्था ठेवली आहे.
* राजकीय पक्षांच्या प्रतिनिधींनाही निरीक्षणासाठी नोंदणी करावी लागते. तसंच सर्व घटनाक्रम रेकॉर्ड करण्यासाठी केंद्रीय सुरक्षा दलांना व्हीडिओ कॅमेरा देण्यात आलेला असतो.
* या संरक्षित क्षेत्रात कोणत्याही नेत्याच्या किंवा अधिकाऱ्याच्या वाहनाला येण्यास परवानगी नसते.
स्ट्राँग रूमचं संरक्षण
* स्ट्राँग रूमच्या संरक्षणासाठी एक सनदी अधिकारी आणि एक पोलीस अधिकारी जबाबदार असतात.
* या खोलीसाठी त्रिस्तरीय संरक्षण व्यवस्था असते. या खोलीच्या संरक्षणाच्या पहिल्या स्तराची जबाबदारी केंद्रीय सुरक्षा दलाकडे असते. दुसऱ्या स्तराची जबाबदारी राज्य पोलीस दलांकडे देतात आणि त्यानंतर पोलिसांकडून सामान्य संरक्षण दिले जाते.
* स्ट्राँग रूमजवळ 24 तास कार्यरत असलेला नियंत्रण कक्ष असतो. हे सर्व लोक दिवसरात्र EVM संरक्षणाच्या कामात गुंतलेले असतात. सर्व हालचाली CCTV द्वारे रेकॉर्ड केल्या जातात.
* मतमोजणीच्या वेळेस राजकीय पक्षांच्या प्रतिनिधींच्या उपस्थितीमध्ये स्ट्राँग रूमचं सील उघडलं जातं. त्याचंही व्हीडिओ रेकॉर्डिंग होतं.
* सर्व मतदानयंत्रं केंद्रीय सुरक्षा दलाच्या सुरक्षेखाली मतमोजणीच्या ठिकाणी आणली जातात. राजकीय पक्षांचे प्रतिनिधी त्यांच्यामागे वेगळ्या वाहनातून जाऊ शकतात.
